Tinkerbell, typically, cannot be any taller than 5'0 or any heavier than 95 pounds. That is to be the Tinkerbell that flies from the castle during the Wishes fireworks. This is due to requirements that can be put on the cord, and to keep the character looking tiny and pixie like while she is in the air.
The requirements for the new meet & greet character may be different, I haven't heard those ones. I would imagine they would be the same, so as to avoid having to cast for two different positions. It would make more sense to cast girls who could do both.
